#28: 地摊能解决中国的就业问题吗?

余女士(43岁)在北京的一个市场里卖瓜果。
因为疫情,市场里的摊位被关闭。
为了养活家人和自己,余女士两个月前只好把摊位搬到路边。
摊位 tān wèi = stall
养活 yǎng huó = to feed oneself or make a living
搬 bān = to move
但是,让她感到意外的是,“摆摊没人管”,没人前来取缔。
意外 yì wài = surprised or unexpected
摆摊 bǎi tān = to set up a stall
取缔 qǔ dì = to clampdown on or to enforce a ban
过去,北京为了保持卫生和市容,会对路边摆地摊的人开罚500-5000元 (US$70-700)。
余女士并不知道的是,北京和其它各地的政府已经暂时让地摊合法化。
市容 shì róng = the appearance of a city
地摊 dì tān = 路边摊 lù biān tān = roadside stall (usually makeshift, sometimes with goods laid out on the ground)
开罚 kāi fá = to fine
暂时 zàn shí = temporarily
合法化 hé fǎ huà = to legalize
为什么地摊在这个时候合法化了?
为了解决疫情造成的就业问题,中国多个城市让人们暂时在路边摆摊,做起简单的生意。
上世纪八九十年代,中国也同样面对着就业问题。
解决 jiě jué = to solve
世纪 shì jì = century
就业 jiù yè = employment
当时,地摊让很多人有办法养活自己,创造了不少就业岗位。
不过,近年来,地摊被认为又脏又乱,被许多城市禁止。
如今,疫情造成严重失业,路边摊又被看成了能帮忙解决就业问题的方法之一。
创造 chuàng zào = to create
岗位 gǎng wèi = job openings or posts
禁止 jìn zhǐ = to prohibit
失业 shī yè = unemployment
“中国的生机”
6月1日,中国总理李克强来到山东省的一个小区。
在小区对面的路边,很多人摆起了摊位。
总理 zǒng lǐ = prime minister or premier
总理说,国家会支持摆地摊的人,“地摊经济、小店经济是就业岗位的重要来源。”
经济 jīng jì = economy
来源 lái yuán = source
他也提到,地摊“和“高大上”一样,是中国的生机。”
高大上 gāo dà shàng = 高端、大气、上档次 (i.e. high-end or classy)
生机 shēng jī = source of vitality or opportunity
新闻报道,成都不久前让人们摆摊,创造了10万个就业岗位,被视为是成功的案例。

地摊能帮上多少忙?
但是,中国目前面对严重的失业问题,小小的地摊能帮上多少忙?
有些人说,地摊只能暂时解决一部分问题,不是长远的解药。
地摊附近的店家也表示不满,他们说地摊不但又脏又乱,而且还影响了他们的生意。
解药 jiě yào = antidote
有专家说:“国家没有正式提出将个体经济作为大力发展的方向,疫情结束后能否继续摆地摊,只能到时再看。”
正式 zhèng shì = formally
个体经济 gè tǐ jīng jì = individual / self-employed economy
发展 fā zhǎn = to develop
北京的余女士说,过去两个月她花了8000元买了各种瓜果,拿去路边摊卖,但是“还没有赚到什么钱。”
不过,“卖不掉的瓜果可以留给孩子家人吃。”
