#32: “中国有6亿人口月收入1000元”
Premier Li Keqiang recently said that there are 600 million people in China with a monthly income of just 1000RMB (US$140). Why was this shocking to many people, and why did Li choose to say this now?

5月28日,中国总理李克强说,国内有“6亿中低收入及以下人群,他们平均每个月的收入也就1000元(US$140)左右。”
中低收入 zhōng dī shōu rù = mid to low income
人群 rén qún = group of people
平均 píng jūn = average
这句话受到了大家的关注,也让不少人吃惊。
吃惊 chī jīng = to be shocked
那么,这6亿人口是什么样的人?
为什么这句话会让那么多人吃惊?
李总理现在讲这句话又有什么用意呢?
用意 yòng yì = intention
这6亿人是谁?
改革开放让很多人脱离贫困。
改革开放 gǎi gé kāi fàng = “Reform and Opening Up” – economic policy started by Deng Xiaoping
脱离 tuō lí = to break away from
贫困 pín kùn = poverty
中国也成为了全球第二大经济体。
但是,多年来发展不均匀,贫富差距越来越大,很多人仍在生活线上挣扎。
均匀 jūn yún = uniform
贫富差距 pín fù chā jù = income disparity
挣扎 zhēng zhá = struggle
这6亿人大部分都住在农村,主要在中西部地区。
他们很多最高只受过小学教育,也有不少是文盲。
大部分人是自雇就业或家庭就业。
文盲 wén máng = illiterate
自雇就业 zì gù jiù yè = self-employment
家庭就业 jiā tíng jiù yè = domestic employment (e.g. domestic workers)
也有不少失业或已经退出了劳动力市场。
失业 shī yè = unemployment
劳动力市场 láo dòng lì shì chǎng = labor market
为什么这句话让那么多人吃惊?
《联合早报》(新加坡)的评论员指出,中国有很多经济学家只是“为财富说话”。
他提到,“前总理温家宝曾经抱怨中国没有穷人经济学家。”
抱怨 bào yuàn = to complain
他说,很多经济学家都“围绕财富转”,这让大家都不够了解低收入人群面对的问题。
围绕 wéi rào = to revolve around
另外,他也认为,民族主义也是原因之一。
民族主义 mín zú zhǔ yì = nationalism
如果民族主义走过头了,就“只能说国家“好”的一面,而不能说“坏”的一面。”
“只能显富,不能说穷。”
他说,这造成了其它国家对中国的“错误认知”。
认知 rèn zhī = understanding
最近,有些国家把中国视为威胁,也正是因为这个原因。
威胁 wēi xié = threat
为什么李克强要在这个时候说这句话?
有人认为,李总理的用意就是要提醒国人:
别忘了我们还有不少问题需要解决,而贫穷是当前最严重的问题之一。
决定一个国家是否强大,要看这个国家有多少人脱离了贫穷,而不是看这个国家培养了多少富人。
培养 péi yǎng = to cultivate or groom
改革开放时期,邓小平说过,要“让一部分人先富裕起来。”
富裕 fù yù = wealthy
现在,怎么让剩下那部分的人也有机会变得富裕,成为了关注点。
